He has significant experience in maritime law, including maritime insurance matters, and teaches maritime law at the University of Baltimore. He also has substantial in-court trial experience representing individuals who have suffered serious injury.

Mr. Jeffcoat is experienced in civil litigation in federal and state courts, including commercial litigation, insurance coverage and defense, admiralty and maritime disputes, and intellectual property litigation. He also has experience with patent infringement actions, including before the International Trade Commission. His practice includes in-court trial experience representing individuals who have suffered serious injury.

MEMA Seeking BioHealth Supplies for Maryland

The Maryland Department of Commerce is working closely with the Maryland Emergency Management Agency (MEMA) to organize emergency suppliers of equipment and services that may aid in the response to the COVID-19 crisis. To be added to a list, please take the following actions:

Please consider the following information before completing the steps above.

  1. We do not provide resource request lists but do accept summaries from companies offering goods and services. Please compile a detailed list and an appropriate command staff member will vet your company’s credentials.
  2. All suppliers must be vetted before being entered into the Emergency Supplier Database so please discourage middlemen and consultants from contacting MEMA, and instead, have them pass this information to the supplier.

Alcohol Licensing & Permit Updates from MoCo’s Alcohol Beverage Services

The Licensure, Regulation & Education department of Montgomery County’s Alcohol Beverage Services (ABS) recently released updates regarding alcohol licensing and permits.

Lobby Closed Until Further Notice
Effective March 19, the Visitors Entrance/LRE lobby will be closed to the public.

License Renewal Extensions
In accordance with the Governor’s order that license periods will be extended for 30 days beyond the declared state of emergency, the deadline to submit an alcoholic beverages license renewal application and the deadline to pick up the renewed license will be extended. Licensees will be informed once new deadlines have been established.

For those wishing to submit the renewal application now, paper applications with a check can be mailed to LRE, 201 Edison Park Drive, Gaithersburg, MD 20878. Applications can also be submitted through the online portal. Use your existing iStore account or create a new account.

Carryout/Delivery Permission for RESTAURANTS
The Board of License Commissioners approved the following resolution authorizing restaurants to sell beer and wine for carryout or delivery with a meal:  While the Governor’s order to close all restaurants as a part of the catastrophic health emergency remains in effect, all restaurants licensed by the Montgomery County Board of License Commissioners may sell sealed containers of beer and wine for off-premises consumption along with a takeout or delivered meal. This permission includes the sale of bottles, cans, growlers, and crowlers for off-premises consumption and does not include the sale of alcoholic drinks in a to-go cup. This permission does not include liquor. This permission expires when the emergency order to close restaurants is lifted. Businesses may deliver beer and wine to Montgomery County addresses along with a meal using their own staff. State law prohibits the delivery of alcohol by a third party, such as Grubhub or Uber Eats. Businesses must apply for this permission through an online form, and permission will be granted administratively by Alcohol Beverage Services staff.

Delivery Permit for BEER and WINE STORES
The Board of License Commissioners has authorized expedited approval of applications for a Retail Delivery permit by for Class BBWHR, ABW, BDBWL, and DBW licenses.

ABS has cancelled all open sales orders and open purchase orders for on-premise only accounts due to Governor Hogan’s executive order to close all restaurants and bars (with the exception of carry-out, drive-thru and delivery service). With the new permissions for a delivery permit for on-premise licensees, any items that your account would like will need to be re-ordered through:

Please keep in mind that ABS has implemented a minimum delivery of five cases of wine/spirit and seven cases of beer during this pandemic.

Aurinia Pharmaceuticals Establishes U.S. Commercial Operations in Rockville

Victoria, British Columbia – March 17, 2020: Aurinia Pharmaceuticals Inc. Maryland’s Business Express Launches COVID-19 Portal

Rockville Economic Development, Inc. (REDI) is committed to supporting economic growth of The City of Rockville, especially during this uncertain time when businesses are planning and responding to COVID-19.

The State of Maryland has created a portal on its website for businesses impacted by COVID-19, which offers information and additional resources to help businesses navigate this unprecedented event.

This online coronavirus portal also includes a list of FAQs that many businesses will find helpful. Answers to questions include information about:

  • business tax questions,
  • guidelines for employers,
  • fair labor standards,
  • insurance claims,
  • opportunities for financial assistance,
  • statewide closures, and more.

If business owners have specific questions not answered by the FAQs, please email them to Secretary.Commerce@maryland.gov.

Last week, the Small Business Administration released information about disaster assistance in response to the coronavirus, including the possibility of Economic Injury Disaster Loans. Altimmune Completes First Development Milestone Toward A Single-Dose Intranasal COVID-19 Vaccine

GAITHERSBURG, Md., Feb. 28, 2020 (GLOBE NEWSWIRE) — Altimmune, Inc. (Nasdaq: ALT), a clinical-stage biopharmaceutical company, today announced the advancement of a novel single-dose, intranasal vaccine using Altimmune’s proprietary technology to protect against COVID-19, the disease caused by the SARS-CoV-2 virus. Clinical testing of the vaccine could begin as early as August.

Rockville: One of the Most Diverse Cities in America

Rockville ranks #7 in the Top 10 Most Diverse Cities, according to recent study.

According to a study by WalletHub, four of the top 10 most diverse cities in the country are in Montgomery County, outranking New York and San Francisco.

The personal finance website placed Gaithersburg, Germantown, Silver Spring and Rockville in its top ten “2020’s Most Ethnically Diverse Cities in the U.S.” list.

WalletHub took a snapshot of America’s current cultural profile, comparing 501 of the largest U.S. cities using the three following indicators:

  1. Ethnoracial Diversity
  2. Linquistic Diversity
  3. Birthplace Diversity

According to the 2020 findings, Jersey City, New Jersey, is the most ethnically diverse city in the country.

Gaithersburg, Germantown, Silver Spring and Rockville followed at number two, three, five, and seven respectively, which means that Montgomery County boasts four of America’s most diverse cities.

“The WalletHub Study confirms what we know, which is that Montgomery County is one of the most culturally diverse communities in our nation. What the study doesn’t say, and what sets Montgomery County apart from other parts of the country, is that we are a community that recognizes diversity as one of our greatest assets,” said County Executive Marc Elrich.

Interestingly enough, when comparing diversity in small cities, Gaithersburg, Germantown, Silver Spring, and Rockville are ranked number one through four, respectively.
